Services
Currently, QSLC has five major programs to meet the goals and objectives of the state of Maryland in accordance with U.S. Department of Housing and Urban Development (HUD) guidelines. Their goals and objectives are 1) To provide decent housing, 2) To provide a suitable living environment, and 3) To expand economic opportunities.
QSL's major programs, developed to meet the above goals and objectives:
The Revitalization & Restore Initiative
The Revitalization & Restore Initiative is an umbrella for eleven community-based projects. QSLC will provides following, but not limited to drywall replacement, floor replacement, electrical upgrades, roofing, painting, plumbing, air & heating units, masonry work, window replacement, gutter replacements, wheelchair ramps, fencing & gates, siding and patios, etc.
This initiative begins with a twelve-month Need Assessment on the facilities located in designated areas within the boundaries of a 'Priority Neighborhood Planning Initiative' that have been specified by a targeted state.

Neighborhood cemetery restoration**
*Note: Special Education facility improvement for K-5 through 12. This initiative has two components. The first component will be to address the lack of special education facilities in a designated state. Our children have learning disabilities, but whose facilities are not conveniently located to them. QSLC addresses the establishment of new facilities, accreditation, special education teacher retainment, and business process reengineering.
The second component addresses special education facilities. QSLC has established a Readiness Model for Special Education Schools. This program addresses the physical well-being or basic needs of children in grades K5 to grade 12. Such services will address: food, clothing, shelter, and regular health and dental care, and motor development. Unfortunately, students with learning disabilities and physical impairments require much more funding than that of children that only require a traditional education setting. QSLC wants to partner with these institutions and assist in enhancing the quality of education.
QSLC believes that healthy children whose basic needs have been met are able to focus on, and/or engage in, experiences crucial to their learning process.
**Note: Neighborhood cemetery restoration consist of any cemeteries containing the remains of war veterans of this country, pioneer citizens of the resident county, or historical figures, whose gravesites or the cemetery as a whole is poorly maintained in any way. QSLC will conduct a preliminary survey. After the preliminary survey is complete, tree limbs, undesirable vegetation, trash and second growth trees (small saplings) can be removed.
The Transitional Living Program
The Transitional Living Program has five components: Client Intake, Housing Transition, Legal Aid, Healthcare, and Ministry.
The Client Intake Process Program
- QSL's Client Intake Process Program has five service classes for which QSLC will evaluate: drop-in services, long-term case management, emergency housing (less than one week), Long-term/transitional non-emergency housing and youth services.
The Housing Transition Program
- QSLC has 3 Five-Year Strategic Initiatives. The plan outlines three strategic initiatives required to begin the process of system change. These initiatives and their objectives form our agenda for change over the next five years. Through them we will:
Expand the range and availability of prevention strategies, increase their immediate
accessibility, and improve their long-term effectiveness.
Expand the availability of affordable permanent housing; increase its accessibility; and
transition the existing tiered shelter system into a Housing First system.
Provide transitional services that ensure linkage to community resources, and increase the availability and awareness of formal community supports.
Legal Aid Services
- The primary focus is to ensure that the needs of children, young people and families are met. Their services help people who need advice about relationship breakdown, problems with debt, housing, domestic violence and benefits. Help is also available for issues concerning asylum and immigration, education, employment, mental health and community care issues.
Health Care Services
- QSLC works with agencies such as the Department of Health and Human Services to provide assist to low-income individuals and families in obtaining basic healthcare services. The initial goal is to partner with small community physicians and clinicians in servicing assisted living facilities.
Ministry (Spiritual Growth and Awareness)
The foundation of QSLC rests on biblical principals. Under the Work-for-Hire program, individuals will be partnered with ministry leaders whom are also employees of QSLC who will perform in mentor/protégée roles to assist in spiritual development.
The Neighborhood-based Contractors
The Neighborhood-based Contractors Initiative is the component where by, QSLC creates contracting opportunities for disadvantaged and small businesses residing in our underrepresented communities that have been noted by the state of Maryland. It is our objective to create business opportunities, by hiring neighborhood-based contractors and companies to support the work that will be identified in our studies. Construction work will be contracted out to small disadvantage businesses within the community. Once QSLC has identified the scope of work for each individual project category, QSLC will create a Statement of Work for each effort and devise a solicitation process to procure the work. QSLC will train small businesses in acquisition, procurement, and contract management.
The Work-For-Hire Collaborative Effort Program
The Work-For-Hire Collaborative Effort Program works in conjunction with our Neighborhood-Based Contracting Initiative. Assisting individuals in obtaining work skills that will allow them to reenter into the workforce. QSLC will temporarily employs individuals that are participants of one of the eleven categories. QSLC provides funding to employ participants for the duration of the project period. Each contractor is asked and encouraged to mentor individuals under the contract vehicle in which they have been hired. Each Client intake participant will be matched with a contractor that can support the training needs of the client. All QSLC clients will receive a market valued compensation and fringe benefits. It is QSLC's desire that each client obtain permanent employment.
QSLCorporate Sponsorship and Awards Program
QSLCorporate Sponsorship and Awards Program was formed to recognize and encourage academically talented students among low-income disadvantaged youths and their families. QSLC.s founders have made available three scholarships:
