Board Bios
 
Dr. William Welch, Chairman
 
Dr. Welch retired in 2004 as the former Executive Director for Prince George's County, Maryland, Human Relations Commission following 25 years of service. He holds a doctorate in Education, Human Resource Development from George Washington University and is responsible for implementing a multitude of programs designed to address racism, multicultural diversity, leadership and ethical practices that addressed the civil rights of all citizenry in the community. Dr. Welch is an academic scholar, author of several research articles, book chapters and a training and development textbook which is currently used in graduate studies. He is also a recipient of numerous awards for his outstanding accomplishments and contributions to the field of human resource development. Dr. Welch comes to QSL with 42 years of knowledge in management and development which includes both public and private sector organizations. His primary areas of concentration include leadership (particularly in multicultural settings), team building, performance improvement, and organization development. Dr. Welch has chaired several civic organization boards throughout his 42 years of public service.
 
Ms. Linda Hunt, Vice Chairman
 
Ms. Hunt is a Ph.D candidate at George Washington University, majoring in Human and Organizational Studies. She holds a master's degree in Human Resource Development. Ms. Hunt works for the U.S. Department of Labor in the Business Operations Center. She will bring over 20 years of experience in the delivery of administrative and management operations, including training design and delivery, management analysis, procurement and administrative policy development, staffing and classification and the design and implementation of internal career mobility programs.
 
Ms. Monica Simpkins, Assistant Vice Chairman
 
Ms. Simpkins is a Ph.D. candidate at Virginia Tech Institute, majoring in Adult Education and Human Resource Development. She holds a master.s degree in Human Resource Development. Ms. Simpkins works for Goodwill Greater Washington and is Vice President of Workforce Development. She has over 10 years of experience in designing, facilitating, and managing a variety of consultative and training interventions to improve human performance and organizational effectiveness for academia, corporate, and government sectors. Major strengths include adult education, instructional design, training, workforce development, assessment, evaluation, and research. Ms. Simpkins is a community outreach activist aspiring to improve the quality of life for others.
 
Ms. Krystal Tibbs, Secretary
 
Ms. Tibbs is a Pediatric Nurse Practitioner. She holds a master of science in Maternal-Child Health/Pediatric Primary Care. She also holds a number of licenses, certificates, and awards in the medical industry. Ms. Tibbs will bring over 20 years of healthcare medical experience to QSL, encompassing healthcare assessments, planning, implementation, and evaluation for high-risk pediatric patients. Her primary focus has been in the deliver of efficient primary care on screening, immunizations, safety and anticipatory guidance.
 
Mr. Philip Newsome, Treasurer
 
Mr. Newsome is a retired government Deputy Assistant Inspector General/Special Agent, Senior Executive Service (SES) for the Department of Housing and Urban Development. He holds a number of degrees and certificates from academia and the U.S. Army. Mr. Newsome is an active board member of several law enforcement groups and associations. He holds countless awards for his outstanding achievements in public service. Mr. Newsome brings 30 years of specialize experience in the field of criminology. He currently serves as a subject matter expert (Visiting Scholar) at Bowie State University for the Department of Behavioral Sciences and Human Services for the Pedology Program and instructs several classes including a course in Domestic and Family Violence. "Pedology" the study of physical and mental development and characteristics of child.
 
Dr. Petrina Shatteen, Founder/Chief Executive Officer (non-voting)
 
Dr. Petrina Shatteen is the founder and president of QSL. She holds a doctorate in Applied Management and Decision Sciences, a master in Administration and a bachelor in Sociology. Dr. Shatteen has over 20 years of experience the private and government sector, specializing in Business Process Reengineering, Process Innovation and Analysis, Research and Development Tools and Strategies (Qualitative/Quantitative), Research and Statistical Analysis, Cost Benefit Analysis, Program /Project Management, Human Development & Management (DOD Federal & contracting), Risk Management, Group Facilitation and Training, Software Development Full Life-Cycle, Requirements Specifications, Software Development, Quality Assurance and Usability Methodologies and Strategies, System Architecture and Design, fluent in using ISO 9000 and CMM&CMMI Level 3 (DOD Acquisition & Integration), and ERP. Dr. Shatteen is also an adjunct professor at Bowie State University in the field of Management Information Systems and a mentor for the Ronald McNair Graduate Scholarship Program.
 
Mr. Phillip Shatteen, Sr., Co-Founder/Chief Operations Officer (non-voting)
 
Mr. Shatteen is co-founder and vice president of QSL. He has over 25 years of experience in construction engineering, construction practices in design theories, construction material handling, equipment, production planning, specifications, scheduling, estimating, cost control, quality assurance and control, labor productivity, inspection, contract administration, construction management, computer applications, and environmental concerns, business development, sales, and customer service remedy solutions. Mr. Shatteen attended Morgan State University and majored in Business Administration and Engineering. He furthered his education by attending Prince George's Community College in Engineering and Drafting.
 
Dr. Marsha Jackson, VP Human Resource Development (non-voting)
 
Dr. Jackson is the founder and president of ForMos Designs Consulting, Inc. (FDCI). She is a versatile goal-oriented Human Resource Development Professional, whose growth and satisfaction have come from the responsibility for the identification and resolution of problems. Dr. Jackson has over 15 years experience in human resource development, education and performance improvement areas with the goal of promoting sustainable competitive advantages to individuals, groups and organizations of a broad variety. Major strengths in program management, human resource development, training and development, organizational development, leadership development, diversity, adult learning, organizational behavior, instructional design, assessment and analysis, performance and process improvement, evaluation and research. FDCI has designed and host a variety of seminars and workshop to improve human development skills, knowledge and behaviors. In addition, Dr. Jackson serves in the capacity of Program Coordinator and Associate Professor for the Master of Arts Human Resource Development Program (HRD) at Bowie State University (BSU). She has been recognized for countless awards for her contribution to the field of human development.
 
Ms. Audrey H. Johnson, VP Research & Development (non-voting)
 
Ms. Johnson is founder and president of Write the Vision (WIV), who provides process improvement methodologies to businesses and federal/state government agencies. Ms. Johnson brings over 28 years of experience working with Fortune 500 companies. Her company specializing in documentation development providing services such as research and development, Requests For Proposal, Requests For Quotation, Statements of Work, Standard Operating Procedures, Policy & Procedures, Briefing, Position Descriptions, Employee Agreements, Manuals and requirements gathering, and many others. WIV's client list include companies such as Department of Justice, Department of Transportation, Department of Housing and Urban Development, Northrop Grumman, Ernst & Young, Spirit of Faith Bible Institute, and Bowie State University.
